-You cannot absorb energy for your own use. The reflection of attack wouldn't be possible because I'm assuming your ability is sand manipulation which would make this dual element. This cannot be inpenetrable. The comparison will need to be Sei or Hak (what can attack it) vs your Sei (what determines the strength of a tech).
-The entire second part of this tech won't be possible. Not only is this a canon ability which leaves it banned but it is also unrelated entirely to sand which makes it dual element.

-Just to be clear it isn't directly healing correct? It doesn't seem like it but it just needs to be clarified since healing in combat isn't allowed. Also your duration for this would be two posts since that is how long the wraps last.
Sniper:
-You'll need a tech for creating weapons which could be worked into this. The cooldown needs to go up since its high cost. Your distance needs to be brought down. You mention your shikai ability but what does that do? Also the second part of this tech, fog or mist of sand should be an entirely seperate tech since it is not really related to shooting a projectile at all.
Karma:
-You cannot use power that you absorb. This becomes problematic with most of this tech. You could do something with melee attacks but you'll need to make sure it isn't stat boosting by absorbing strength.

Quartz:
-A simple grain of sand won't really be able to cut as much as a sword all by itself. Water and Wind attacks of a stronger Sei would have an effect.
Ancient copy:
-These need a post duration and lower hit count and a higher cooldown. They will not be able to reform from the sand as well. Also include that they can't use techs just for clarification.
Art of War:
-Again you'll need to choose between the mist of sand or weapon formation. They do not go together.
Companionship:
-Your Han and Hoh comparisions need to be dropped significantly. Anyone with a Hoh above your Sei will be able to move faster than it.
-Part two would need to be a seperate technique since it is higher in power and like a step up from a single body part.
